In an interview with FRANCE 24, US Senior Adviser for Africa Massad Boulos blamed "the M23 and Rwanda" for the latest violence in DR Congo, calling it a "serious breach" of the Washington accord signed in 2025. The US was "extremely disappointed" by the M23 takeover of Uvira, he said, although M23 forces have since partially withdrawn. Boulos did not rule out US sanctions against Rwandan President Paul Kagame, adding that he still "hopes" the Rwandan leader can be trusted.

Speaking to FRANCE 24 on the sidelines of the Munich Security Conference, Boulos stressed that the Washington accord was "just the starting point" and that achieving peace in DR Congo "is a process that's going to take some time".

The US recently hosted representatives of Morocco, Mauritania, Algeria and the Polisario Front in Madrid for talks on the disputed territory of Western Sahara.

President Donald Trump's senior adviser confirmed that the US recognises Western Sahara as Moroccan territory, saying the US position "is very clear", but added that "Algeria is absolutely helpful".

Whatever solution and outcome emerges, it must be "mutually acceptable; accepted by both sides", Boulos said.
